MoHRE Takes Firm Action Against Violating Domestic Worker Recruitment Agencies in the UAE

Ensuring fair and transparent domestic worker recruitment has always been a priority for the UAE’s Ministry of Human Resources and Emiratisation (MoHRE). In the first half of 2025 alone, the ministry has uncovered multiple violations by some domestic worker recruitment agencies — sending a strong message that non-compliance will not be tolerated.

Protecting Employers’ Rights

One of the most critical breaches reported was agencies failing to refund recruitment fees on time. According to UAE law, employers are entitled to get a full refund within 14 days if a domestic worker is returned to the agency or goes absent without permission. Unfortunately, some agencies have neglected this obligation, leading to financial and emotional stress for families.

To address this, MoHRE is actively encouraging employers to know their rights and speak up. If an agency does not refund fees as required, employers can file a complaint by calling the Labour Advisory Call Center at 80084. A dedicated team will investigate and try to resolve the issue amicably — and if no agreement is reached for claims under AED 50,000, a formal ruling will be issued to ensure justice is served.

Zero Tolerance for Non-Compliance

The ministry has reiterated its zero-tolerance policy for violations. Agencies that repeatedly break the rules risk facing severe penalties, including suspension or cancellation of their operating licenses. This firm stance aims to maintain the integrity of the domestic worker recruitment sector and protect employers and workers alike.

MoHRE has also reminded families to always deal with licensed agencies only. Working with unauthorised brokers or suspicious social media pages can expose households to legal problems, fraud, and safety risks.

Updated List of Licensed Centers

To help the public, MoHRE recently released an updated list of 128 accredited domestic worker recruitment centers across the UAE:

  • Abu Dhabi: 41 centers
  • Dubai: 41 centers
  • Sharjah: 5 centers in the city, 1 in Kalba, and 2 in Khorfakkan
  • Ajman: 19 centers
  • Ras Al Khaimah: 13 centers
  • Fujairah: 4 centers in the city, 1 in Dibba, and 1 in Masafi

This transparency allows employers to choose trusted, licensed agencies that follow proper regulations and also provide well-trained, qualified domestic workers.

MoHRE’s recent actions highlight its commitment to safeguarding the rights of families and domestic workers alike. Employers are encouraged to stay informed, report any misconduct, and also rely on official channels for recruitment.
